Unlike Ohio, Pennsylvania, Michigan or New York City, no Virginia city, county or independent city imposes a local wage or earned-income tax (see the Code of Virginia — localities may levy real-estate, personal-property, business license (BPOL), meals, lodging and cigarette taxes, but not a payroll income tax). Cross-border note: Virginia has income-tax reciprocity with the District of Columbia, Maryland, Pennsylvania, West Virginia and Kentucky. A Virginia resident working in DC or Maryland files Form VA-4 with their VA employer and typically owes only Virginia state income tax on those wages — no DC or MD withholding.

Virginia reciprocity agreements — DC, MD, PA, WV & KY

Under Va. Code § 58.1-342(A), Virginia honors income-tax reciprocity with five jurisdictions. A Virginia resident who works in one of these states (as a regular commuter, not a domiciled worker) is exempt from that state's income-tax withholding — only Virginia's 2%–5.75% is withheld. Details and the correct exemption form for each pairing:

District of Columbia (DC) ↔ Virginia

DC does not tax non-resident wages at all (DC Code § 47-1806.01), so a Virginia resident working in DC never has DC income tax withheld. Give your DC employer Form D-4A (Certificate of Non-residence in DC) and your VA-4 so Virginia's 2%–5.75% is withheld on the same wages. Common Arlington / Alexandria / Fairfax commuter scenario.

Maryland (MD) ↔ Virginia

Under the MD–VA reciprocity agreement, a Virginia resident earning wages in Maryland files Form MW507 with the MD employer, checking the reciprocity/exempt box in line 4. Maryland state and county income tax withholding stops; Virginia withholds 2%–5.75% via VA-4 instead. Applies to regular wage earners, not to lottery winnings or Maryland-source rental/business income.

Pennsylvania (PA) ↔ Virginia

A Virginia resident working for a Pennsylvania employer files Form REV-419 (Employee's Nonwithholding Application). PA's 3.07% Personal Income Tax withholding stops; Virginia's 2%–5.75% is withheld via VA-4. Note: Philadelphia Wage Tax (3.75% resident / 3.44% non-resident) is a city tax outside the reciprocity agreement — it still applies to wages earned in Philadelphia.

West Virginia (WV) ↔ Virginia

A Virginia resident working in West Virginia files Form WV/IT-104R (Certificate of Non-residence) with the WV employer. WV income tax withholding stops; Virginia withholds 2%–5.75% via VA-4. Common for residents of far-southwest Virginia (Bristol, Abingdon) commuting into Charleston or the Eastern Panhandle.

Kentucky (KY) ↔ Virginia

Kentucky reciprocity applies only to Virginia residents who commute daily to a Kentucky job (Ky. Rev. Stat. § 141.070). File Kentucky Form 42A809 (Certificate of Nonresidence) with the KY employer to stop KY's flat 4% withholding; VA-4 governs Virginia's 2%–5.75% withholding at home. Kentucky local occupational license taxes (Louisville 2.2%, Lexington 2.25%, etc.) are separate city/county taxes outside the reciprocity agreement and are still withheld on wages earned inside those localities.

  1. 1. Annualize gross wages. Weekly × 52, biweekly × 26, semimonthly × 24, or monthly × 12 — so all withholding tables see the same annual figure.
  2. 2. Subtract pre-tax deductions. Traditional 401(k)/403(b), HSA, FSA, and Section 125 health/dental/vision premiums are removed from federal and Virginia state taxable income. Roth 401(k) and after-tax deductions are not subtracted here.
